An availability set, is always within the same data center. They can provide resiliency against potential machine failures and they are based on the principle where you set a logical grouping of 2 or more Virtual Machines (VMs), so that Azure is aware of your application’s redundancy needs. With availability sets on Azure, a 99.95% SLA is provided.
An availability zone, allows you to have physically separate zones within an Azure region, where each availability zone has its dedicated hardware on all levels, in order to provide resiliency against entire data center failures, and thus ensure an SLA of 99.99%.
